PAGE 1 — OFFICIAL NOTIFICATIONS Punjab housing societies must upload ownership records by 31 August

The Punjab government has directed owners and managements of private housing schemes to upload their complete purchase and sale records to the Housing Society Management System by 31 August 2026. In all public and private housing schemes in Lahore, the Property Certificate will now serve as legal proof of ownership. The certificate is to be linked with NADRA records, digital mapping and the e-Registry platform. The notice warns that societies failing to meet the deadline may face legal action under the LDA Act 1975.

What this means if you own a plot in Lahore. Your society is required to upload the record that shows you as owner. If your file was transferred informally, or the society's internal record differs from what you hold, this is the moment that gap becomes visible — and the moment to correct it. Ask your society, in writing, to confirm that your plot appears in their HSMS submission and in whose name. Do this before the 31st, not after.

CDA requires developers to display approved layout plans

The Capital Development Authority has issued new instructions to private housing schemes in Islamabad, requiring developers to display approved layout plans and provide updated information about their approval status. The stated aim is to prevent misrepresentation and help buyers verify project details before making property decisions. A letter from the CDA Planning Wing indicates the directions followed observations from the National Accountability Bureau, Islamabad/Rawalpindi, regarding how sponsors and developers represent the approval status of their projects.

What this means for a buyer. A society office can no longer be vague about its NOC position — the approved layout plan must be on display. If you are buying in Islamabad, ask to see it in person or send someone who can. A society that cannot produce it is telling you something.

Federal Cabinet approves National Housing Policy 2026

The Federal Cabinet, chaired by the Prime Minister, has approved the National Housing Policy 2026 together with an action plan for its implementation. The previous national housing policy dated from 2001. The policy is built on nine strategic themes, including land for housing, housing finance, construction services, technology and building materials, development of intermediate and secondary towns, katchi abadis and squatter settlements, affordable housing, low-income and rural housing, and capacity building. The cabinet directed authorities to enforce zoning regulations strictly and to promote vertical construction where suitable. The Federal Minister for Housing and Works, Mian Riaz Hussain Pirzada, described the approval as a milestone for the ministry. The draft policy has been made available on the Ministry's website for public reference.

What this means. A policy is a statement of intent, not a rule you must follow tomorrow. Nothing in it changes a transfer you are doing this month. What it signals is direction: tighter zoning enforcement and encouragement of vertical development. If you hold land in a peri-urban society whose approval rests on loose zoning compliance, that is the direction to watch.

The Lahore Development Authority is running its 2026 ballot, with online applications closing on 2 September 2026. The LDA site also carries a Property Certificate public notice and the plot allocation ballot result of 18 May 2026.
