Understanding the limits prevents the commonest mistake — filing a complaint and then waiting instead of acting.

  • It cannot decide who owns the property. Title is decided by courts, not commissions
  • It cannot set aside a registered transfer or a mutation
  • It cannot award damages or compensation
  • It cannot enforce its own findings against a determined opponent
  • It cannot substitute for a suit for possession, and time spent waiting is not excused in a limitation period
  • It cannot act where the matter is already before a court
  • It cannot help where the dispute is between family members over inheritance shares — that is civil litigation

Use it as a lever, not as a remedy. It is extremely effective at making an official respond who was ignoring you, and at getting an FIR registered. It is not a court and does not replace one.
